Poland Releases National Decarbonisation Plan Developed Through the DEsire Project

The Polish Ministry of Energy has released a new strategic document titled Decarbonisation Plan for the Polish Power Industry Through Modernisation Using Nuclear Reactors. The publication consolidates several years of research and analysis conducted under the DEsire project: A national initiative focused on exploring Coal-to-Nuclear (C2N) pathways for Poland’s future energy system.

Developed between 2022 and 2025, DEsire is a collaboration between five institutions: the Silesian University of Technology (project lead), the Ministry of Energy, the Institute of Nuclear Chemistry and Technology, ENERGOPROJEKT-KATOWICE SA, and the Sobieski Institute. The project was financed through the national “Gospostrateg VI” programme and supported by extensive engagement with stakeholders across the Polish energy sector.

The newly published plan provides detailed recommendations for implementing the C2N transformation pathway, which is already referenced in the draft update to Poland’s Nuclear Energy Programme. It examines technological options, economic implications, policy requirements and expected outcomes for coal-to-nuclear conversion, positioning it as a credible strategy for achieving national climate and energy-security goals.

The document also reflects the broader context in which Poland is making energy decisions: shifting market conditions, increasing climate commitments, societal expectations for a just transition, and rapid developments in nuclear technology. As such, it offers guidance not only for government, but also for investors, system operators, technology developers, financial institutions and local communities.

This publication is the culmination of extensive analytical work, interim reports and stakeholder discussions conducted throughout the DEsire project. It represents one of the most comprehensive national studies to date on the potential of coal-to-nuclear conversion.
