Welcome to the Focus Group Discussion and Launching of Repower Indonesia : an Initiative on Coal to Nuclear Repower

The Focus Group Discussion and Launching of Repower Indonesia event will take place in Jakarta on October 28th, hosted at the ITB Campus. This high-profile event will gather Indonesia’s leading voices in the energy transition — CEOs of major utilities, pioneering clean technology developers, asset owners, policymakers, and financial institutions — to explore the future of clean coal repowering in Indonesia.

The discussion builds on Repower’s growing network across Asia and the recent inclusion of coal repowering options in Indonesia’s National Electricity Plan (RUKN 2025–2060). By reusing existing coal infrastructure and replacing coal boilers with clean energy sources, repowering offers Indonesia a pathway to accelerate its energy transition while safeguarding jobs, protecting investments, and ensuring reliable electricity for millions.

Participants will engage in a series of discussions and roundtables focused on practical strategies for advancing repowering projects, financing mechanisms, and policy frameworks needed to scale this approach in Indonesia and beyond.

Prof. Tatacipta Dirgantara
Acting Director General of Electricity, Ministry of Energy and Mineral Resources (Rector of ITB)

Prof. Dr. Ir. Tatacipta Dirgantara, M.T., has been appointed as the Rector of Institut Teknologi Bandung (ITB) for the 2025–2030 period, succeeding Prof. Reini Wirahadikusumah, Ph.D., who served as Rector for the 2020–2025 period.

Before becoming the Rector of ITB, Prof. Tatacipta served as the Dean of the Faculty of Mechanical and Aerospace Engineering (FTMD) and the Head of the Solid Mechanics and Lightweight Structures Expertise Group. Additionally, he has had a diverse career since 1994, including roles such as Deputy Director of International Relations, Directorate of Partnerships and International Relations ITB (2015–2020), Secretary of the Noble Values Commission, ITB Board of Professors (2017–2019), Chair of the Future Scientific Commission, ITB Board of Professors (2020), Head of the Lightweight Structures Expertise Group FTMD ITB (2019–2023), Expert Council Member of the Mechanical Engineering Chapter, Institution of Engineers Indonesia (PII) (2024–present), Chair of the Indonesian Engineering Dean Forum (2021–present), among others.

Bob S. Effendi
Project Manager

Bob S. Effendi has been working in the energy sector for almost three decades ranging from oil/gas services to coal mining then nuclear. He was a member The Indonesian Chambers of Commerce (KADIN) and The National Committee of Economic and Industries (KEIN) attached to the President of Indonesia Office which has put nuclear power as priority agenda to push to the government. Currently, He is the Director of Operation at PT. ThorCon Power Indonesia, the first nuclear company in Indonesia and Director of PT Xpert Synergy Solution, a clean energy consulting company.

Dr. Ir. Retno Gumilang Dewi, MEnvEngsc
Team Leader

Associate Professor at Chemical Engineering Department of Institut Teknologi Bandung. Head of ITB Center for Energy Policy and consultant to the National EnergyCouncil. Responsible for Development of Energy Transition Scenarios for NetZero Emissions 2060 and Update National Energy Policy (KEN). Currently member of KNIWEC (World EnergyCouncil – Indonesia National Committee).

Ir. Erwin Mirza
Team Member

Retired from Electricity Utility Company(PLN) in 2023. His last position was Vice President of System Planning for Jawa – Bali grid and was responsible for making PLN’s 10-year business plan and reviewing all power purchase agreements.He was also one of the few PLN employees who received nuclear power plant training. Ir. Erwin Mirza brings extensive engineering experience to the technical evaluations of power plant infrastructure, focusing on retrofit requirements and implementation planning for clean energy conversions.

Mr. Randall Field
MIT

As the director of research, Randall Field supervises the research performed by MITEI research scientists and their teams. He was also executive director of MIT’s fusion study, which released the 2024 report The role of fusion energy in a decarbonized electricity system, examining the global multidecadal dynamics of the energy transition and how fusion energy can contribute. He was previously executive director for MITEI’s Future Energy Systems Center and Mobility Systems Center.

He was also executive director for MIT’s Mobility of the Future study, which produced the Insights in the Future Mobility report covering global projections of alternative fuel vehicle fleets and energy consumption, deployment of charging and fueling infrastructure, attitudes towards mobility, and the impacts of innovative technologies and business models on urban mobility. As executive director for the Conversion Research Program at MIT for 10 years, Field worked with a multidisciplinary team of researchers to explore various conversion technologies for production of alternative fuels. Prior to MIT, Field worked for Aspen Technology for 23 years. Field received a SM in chemical engineering practice from MIT and a BS in chemical engineering from Caltech.

Professor Ning Li
Founding Dean, College of Energy, Xiamen University

A distinguished professor, who has held notable roles at UC Berkeley and Los Alamos National Laboratory. He is globally recognised for his work in nuclear research and development. He is the co-founder and senior advisor of Ultra Safe Nuclear Corporation, a US company dedicated to the development and commercialization of advanced nuclear energy based on innovations on fuel and micro modular reactor. He has been a member of the Expert Committee for the State Nuclear Power Technology Corporation (working with Westinghouse to build the world’s first AP1000s and develop new designs), a senior advisor and Director for Asia Development of TerraPower, a research affiliate of MIT, and the Industrial Fellow for Civilian Nuclear Programs at LANL.

Dr. Li has extensive R&D experiences in nuclear energy and fuel cycle technologies, and was a planner, leader and participant in a number of US DOE civilian nuclear energy programs, including Generation IV Nuclear Energy Systems, Advanced Fuel Cycle Initiative and Accelerator-driven Waste Transmutation.

Ruly Firmansyah
President Director of PT PLN Nusantara Power

As the President Director of PT PLN Nusantara Power, Ruly ensures electricity supply readiness which focuses on preparing the reliability and readiness of power plant, ensuring the immediate construction and operation of new power plant, preparing renewable energy through co-firing, floating Photovoltaic and other renewable energy. He has also been the Chief Executive Officer of PT Pelayaran Bahtera Adhiguna.

Vice Rector for Research and Innovation of ITB)

Prof. Ir. Lavi Rizki Zuhal, Ph.D., currently serves as the Vice Rector for Research and Innovation (WRRI) for the 2025–2030 term. He is a Professor in the Fluid Dynamics and Propulsion Expertise Group at the Faculty of Mechanical and Aerospace Engineering (FTMD), Institut Teknologi Bandung (ITB).
